The Kaolin and Ball Clay Association (UK) [KaBCA] was formed in July 2000 by the merger of the China Clay Association and the British Ball Clay Producers' Federation.

KaBCA is a Trade Association representing all the current producers of kaolin (china clay) and ball clay in the UK. These comprise IMERYS Minerals Limited, Sibelco UK Ltd and Goonvean Ltd.

The UK is a leading world producer and exporter of china clay and ball clay. Both minerals have a very limited geographical occurrence and their importance has been recognised by the establishment of Mineral Consultation Areas designed to ensure that these valuable minerals are not unnecessarily sterilised by other forms of development.

China clay is produced only in Cornwall and Devon and ball clay is produced only in Devon and Dorset. The income and employment generated makes a significant contribution to the local economies of the rural areas within these counties.

China clay and ball clay are nationally important minerals due to their particular qualities, limited distribution and their contribution to UK manufacturing industries and export markets. Company manifesto

KaBCA aims to represent and promote the industry's interests and competitiveness and to promote the sharing of information, the improvement of communications, standards, training and quality, within and for, the industry.

Among the principal roles it performs;

KaBCA is consulted direct by Government Departments and other authorities on proposed changes in legislation and regulation that may affect the industry

KaBCA is also represented on the Minerals Committee of the CBI. Through this involvement it contributes to representations in respect of proposals for European and domestic legislation.

KaBCA is consulted by Local Planning Authorities with regard to Development Plans and other Statutory and Non-Statutory Plans and documents.

KaBCA is consulted by Local Planning Authorities in respect of proposals for non-mineral development within the Mineral Consultation Areas for china clay and ball clay in Cornwall, Devon and Dorset .

KaBCA is advised by Government and other authorities of changes to existing regulations and controls where no consultation process is required

Background

In recognition of the national importance of china clay and ball clay Standing Conferences were constituted in the late 1940s to co-ordinate the views of the local planning authorities, the china clay and ball clay industries and central government on the provisions to be made for the future working of the minerals, the disposal of mineral waste and the treatment of tips, together with any issues arising from conditions to be attached to planning permissions. This process led to the establishment of the respective trade associations, the China Clay Association and the British Ball Clay Producers' Federation, whose merger in 2000 formed the Kaolin and Ball Clay Association (UK).
